The Constitution Election law, Art.6(1A)should have provided provisional ballots printed with only the President and Vice-Presidential races for those citizens without a valid residency to vote. Even if some ballots were deposited in the ballot box by "accident", those could have been identified. "Art. 6(1A) In consideration of those citizens of the United States who become residents of the state of Washington during the year of a presidential election with the intention of making this state their permanent residence, this Section is for the purpose of authorizing such persons who can meet all qualifications for voting as set forth in Section 1 of this article, except for residence, to vote for presidential electors or for the office of President and Vice-President of the United States, as the case may be, BUT NO OTHER; Provided, That such persons have resided in the state at least sixty days immediately preceding the presidential election concerned. The legislature shall establish the time, manner and place for such persons to cast such presidential ballots." Note this provides for a place to vote, not for a "residence" or "address". If a Washington Administrative Code or statute contradicts the Constitution, the Constitution prevails. Art.6(4) is very clear about who can vote while dwelling apart from legitimate residences, and the courthouse doesn't apply as a residence.This protects those who pay property taxes from having those who pay none impose 20-year bonds on them, or change community standards.
