I'm hoping for a collapse. Breaking the Palestinian Authority's control of the the Palestinian people is the only way for any possible settlement.

Who the hell is dreaming here?
The PA will never be allowed to go broke and lose power. NEVVVVVVVVVVVVVVVVVVVER.
The UN, EU and State Department would never allow that to happen. The UN and EU because then they'd lose their biggest welfare dependency.
The US because the State Department would never let it happen and truth be told the White House won't allow a necessary Civil War to occur there either.

You can lay better odds on the student movement in Iran overthrowing the powerful Mullahs or the Lebanese kicking out the Syrian troops running their country.

In short don't count on any of those, but elephants will fly before the PA gravy train ends.
